Captain Julio Medem was a member of the Rapid Response Fleet. He was sent to investigate an anomaly approaching Mutter's Spiral from the Seriphia Galaxy, finding it to be a Dalek fleet which shot down his ship. It crashed into Vega City. (AUDIO: Invasion of the Daleks)
