Professor Richard Windshaw worked in the British government and ruined the work of one of Emily Shaw's committees. She described him as an "old dodderer".
Professor Windshaw received a letter from the Apocalypse Clock and, as it predicted, died at 3pm on 28 October after being hit by the 73. Liz Shaw found the letter in his desk and, when the Third Doctor and Brigadier Alistair Gordon Lethbridge-Stewart proved to be uninterested, she took it to her mother. (AUDIO: The Last Post)
