Lord Kairel was a Time Lord. He demanded the mechanic Plutar to repair his TARDIS. When Kairel's TARDIS suddenly appeared in the hypnotic image of a circus, Plutar rushed out and insisted him to get some soldiers to shoot at him. When Plutar came up with a plan to arrest Sillarc before he could return the TARDIS to his own ship, Kairel congratulated Plutar on his initiative, and suggested that he reapply to the Time Lord Academy and get a new assessment.
