Tamozar was one of the Renegade Time Lords on whom the Celestial Intervention Agency kept tabs. As he had merely fled into the wilderness of Gallifrey and never actually left the planet, they deemed him to be harmless. Though he was officially dead, there were reports that he had been spotted living as a hermit who was working in isolation on perfecting his mental powers. (PROSE: CIA File Extracts)
