After the Fourth Doctor was sent to interfere in the creation of the Daleks (TV: Genesis of the Daleks) by Deliavatsud in the year 101197 TL, Qualenawitvanastech was assigned to conduct a new survey of the Dalek situation. The findings of this Qualen Commission were presented in 101209 TL at the First Clandestine Symposium to Consider Policy Regarding the Dalek Expansion, where he delivered an address entitled The Mechanical Marauders.
