Vitrol Minor

Vitrol Minor was wiped out by the Seedle Warriors, sent by the High Council of Time Lords.

After fleeing from Gallifrey, ex-Chancellor Azmeal took refuge on this planet, for which he came greatly to care. When alien thugs hired by Lord President Helron to track him down, (PROSE: The Legacy of Gallifrey) the Seedle Warriors, (PROSE: The Twin Dilemma) destroyed the planet and its people in an effort to get to him. (PROSE: The Legacy of Gallifrey) Officially, the genocide of the Vitrol Minor natives was justified as the elimination of witnesses to the destruction of a Time Lord. They spent three days murdering before they finally noticed on the fourth day that Azmael had escaped. (PROSE: The Twin Dilemma)

This was the final straw for Azmeal, who returned to Gallifrey the vengeful, first Renegade Time Lord. (PROSE: The Legacy of Gallifrey) When Azmael confronted the High Council about interfering with other planets, the Council was able to bribe their way out of it, creating evidence that Azmael had hired the Seedle Warriors to eliminate the population for Vitrol Minor's mineral wealth, even though it had none. (PROSE: The Twin Dilemma) Enraged at the Councillors' treachery, he slaughtered them before escaping Gallifrey again. (PROSE: The Legacy of Gallifrey)
