PC Jimmy "Mitch" Mitchell was a Cardiff police officer and a colleague of Gwen Cooper prior to her joining Torchwood Three. He was jealous and distrustful of Torchwood.

Mitch once threw up in the mortuary of Cardiff police station. (PROSE: Another Life)

A few weeks before joining Torchwood, when Gwen was in the police, she and Mitch worked together on late night patrols. (PROSE: Another Life) They would often share chips at three in the morning. (PROSE: Slow Decay)

Mitch was first to attend the scene of a murder in Gwion Lane, Splott. Prior to the arrival of Gwen and Jack Harkness, he vomited on the victim, contaminating the crime scene. After radioing for backup, he was forced to cancel the request, telling his officer that Torchwood Three would handle the investigation. (PROSE: Another Life)

Sometime later, when Gwen returned to the police station, Mitch was first to spot her. He was working on the Craig Sutherland case. By this time he had shaven his bushy moustache and was more distrustful of Torchwood. Gwen agreed to show him the evidence that Torchwood removed from the crime scene off St Mary Street. They met up at a café, where she showed him the emotional amplifier. Gwen lied to him that it was some kind of games platform. (PROSE: Slow Decay)

Jimmy was older and had more police experience than Gwen. He often found it difficult to keep up with an ever-changing world. He was big-boned, with a bushy moustache and heavy eyebrows. (PROSE: Another Life, Slow Decay)
