Richard A. Russell was the President of the United States in one of the Germanias where America stayed out of World War II and Nazi Germany subsequently won the conflict in Europe. Marcus Americanius Scriptor cited a quote as exemplifying the attitude of most American politicians who chose to regard the war as a solely European conflict. (PROSE: Warlords of Utopia)
