Mogran was a member of the Council in the Kaled Dome towards the end of the Thousand Year War.

Biography

After the Fourth Doctor informed Mogran and the other councillors of Davros's experiments, they decided to halt them until an independent inquiry could look into them.

He was presumed dead when the Thals launched a rocket which completely destroyed the Dome. (TV: Genesis of the Daleks)
