The Draconian First Secretary was an aide to the Draconian prince at the embassy on Earth.
Biography
The First Secretary suggested to the Prince that the humans were telling the truth when they accused Draconians of attacking Earth ships and that it was part of a secret plan of the Draconian Emperor. The Prince rejected this theory. The First Secretary then advised that they bring the Third Doctor and Jo Grant to the embassy and question them. (TV: Frontier in Space)
