The police commissioner was a male human who lived in London in the 21st century. In 2007, he first made an announcement to try to reassure people that as far as they knew the increase in ghost activity seemed to be harmless. He then made another announcement when he urged the panicking people to stay in their homes. (TV: Army of Ghosts)
