It doesn't matter that the suits could walk on their own, because making the suits walk was not the goal. Since the POINT was to convert humans, he could have converted them into the CyberMondasians Controller so they were fixed into the wall. Heck, he could have plugged them into the Matrix (From the films, not on Gallifrey), and if it had made them immortal, it would still have a point.
