In 2059, the Tenth Doctor surmised that humans being predominantly water made them the "perfect host" for the Flood when it infected Bowie Base One's water supply. The Flood also wanted to get to Earth because of its abundance of water. (TV: The Waters of Mars)

Water was a prized liquid for those who lived under the surface of Ravolox. (TV: The Mysterious Planet)

The Flood were a hydro-virus that were buried in the icecaps of Mars. They were essentially living water and forced hosts that came into contact with it to transform into a terrifying zombie-like human. They attacked Bowie Base One in 2059. It was hinted that the Flood were capable of transforming a normal body of water into one infected with the Flood virus. (TV: The Waters of Mars)

As a drink

The Second Doctor drank and asked for water multiple times whilst incarcerated on Vulcan. (TV: The Power of the Daleks)

Water could fuel a Gallifreyan fusion booster. (TV: Arc of Infinity)

During the era of Dalek history where they were confined to the Dalek City, they got their water from the Lake of Mutations, using it to cool their city, (TV: The Daleks) and create the aqueous solution of the incubation level in which they grew new Dalek mutants, though the First Doctor and Ian Chesterton noted that Skaro's water was so polluted that it was closer to a slurry than water. Behind the scenes

• Tom Baker states he had an argument with a producer about how he chose to hold a glass of water during the filming of an unnamed serial. Baker had taken to holding the glass up to his ear briefly, and when questioned about this stated that there is an old Gallifreyan tradition "as part of hospitality" where you listen to a glass of water before drinking it. However, as this is not stated in any Doctor Who story or serial it is to be considered a character choice and not valid. (HOMEVID: A New Body at Last)
