Winders were the police force of Starship UK, who were actually cyborgs of half-human and half-Smiler. Their heads would rotate round to reveal the malevolent version of the Smiler face, while the majority of the time they would cover them with their dark hoods. They are under oath to protect the corrupt system of Starship UK.
It is unknown what happened to them after the Doctor and Amy revealed and stopped the conspiracy on the ship.
