Rhett Seyers was a teenage drug dealer from the Machen estate in Cardiff. He was a prominent member of a gang there, but was eventually ousted from the gang after they discovered he had been selling crack cocaine on the side and keeping the profits for himself.

In 2009, Rhett was sliced in two with an alien heat-gun in the car park of the nearby Happy Price supermarket. Torchwood Three's Gwen Cooper and Jack Harkness set out to locate the murder weapon after examining Rhett's body in a Cardiff Borough Police morgue. (PROSE: The Wrong Hands)
