Straxus was a Time Lord agent turned Coordinator of the Celestial Intervention Agency at the time of the Kotris crisis.

Reporting to the President, Straxus confirmed that Kotris was acting as they expected, and that his temporal drone was following him. However, he noted that the Doctor had disappeared, and the President ordered him to find the Doctor by any means necessary. Predicting what Kotris would do, Straxus and his assistant Sandun managed to rescue the Doctor and Molly from a group of Daleks. Straxus briefed the Doctor on Kotris, revealing him as a genetically altered Time Lord, but not revealing his identity, simply referring to him as X.

His TARDIS was attacked by the Daleks, and he programmed the Doctor's TARDIS with the coordinates to Srangor, seemingly sacrificing himself and his TARDIS. (AUDIO: Tangled Web) However, this was an illusion created for the Doctor's benefit, and he escaped back to Gallifrey. Straxus modified the retro-genitor particles implanted in Molly to target the Daleks instead of the Time Lords, but in a confrontation with Kotris and the Dalek Time Controller, the Time Controller killed him. This meant he could never become Kotris, and the scheme was entirely undone. (AUDIO: X and the Daleks)
