The Man on the Clapham Omnibus was the personification of the Man on the Clapham Omnibus, or the idea of a rational, prudent observer of a legal case. He was created by members of Faction Paradox to be used as a weapon in the War in Heaven, however, when it became apparent that his continued presence in the Eleven-Day Empire was unsustainable he was imprisoned in the Boulevard of Alternate Brutalities.
