The Supreme Council Chamber was located in the central section of the Dalek City on Skaro and was where the Dalek elders met. (PROSE: Dalek Survival Guide)
The Supreme Council Chambers was present in the restored Kaalann where the Dalek Emperor and the Eye of Time were located when New Dalek Paradigm conquered Earth in 1963. The chamber had two levels. The Emperor and the Eye were located on the top level. It was in this room that the Eleventh Doctor deactivated the Eye and reversed the alternate timeline. (GAME: City of the Daleks)
