Larkspur was the mask adopted by a member of the Pageant, not knowing that larkspur was actually a plant. He was embarrassed at the fact, however his former lover Ahasuerus reassured him that the name was appropriate, quoting from Earth literature:
My vegetable love show grow
Vaster than empires, and more slow.
During the conflict surrounding the World Machine, he and Tyll Howlglass tried to contact the TARDIS crew to help them defeat Minski.
