Rispa was a politician in the city under the Thames. She told the Sixth Doctor and Isambard Kingdom Brunel that there intrusion constituted war. She found the humans funny to look at. Rispa showed them that the smoke filled atmosphere was killing her people. She created the tributes to destroy the Humans' industries to stop the pollution. (AUDIO: Iron Bright)
