Vladimir Ilyanich Kavarin was a member of the KGB. In 1961, he was instructed by his superiors to get the War Doctor to Moscow for interrogation. He was later authorised by his leaders to form an alliance with the Daleks. He was exterminated by the Dalek Time Strategist. He was soon resurrected after the War Doctor defeated the Daleks and seemed to regain his memory. However he was accused of being delirious due to the timeline being reverted.
