Honos was a Judge on Thrantas who presided other the trial of The Doctor's TARDIS. He told the Seventh Doctor about the law system and that the magistrum decides the punishment on the impact on society. He sentenced the TARDIS to be destroyed. (AUDIO: The Trial of a Time Machine)
