A vast rose garden, by one account called the Garden, (PROSE: The Massacre, Roses) was maintained by the Doctor in their early life. (PROSE: The Five Doctors, Lungbarrow, et al.)
The Other grew a garden of Time's roses at the highest peak of the Citadel. He and Rassilon watched Omega's sacrifice from the garden when the light of the supernova finally reached Gallifrey. The Other left his garden to Rassilon, commenting that it was "plagued by scissor bugs." (PROSE: Lungbarrow)
After his encounter with Mavic Chen, (PROSE: Roses, TV: The Daleks' Master Plan) the First Doctor visited a rose garden to say farewell to his body and personality and prepare for regeneration.
