You may be looking for Arak (Planet of the Spiders).

Arak was a Varosian miner.

Biography

Arak worked in the Zeiton-7 division of Mine Tech (PROSE: Vengeance on Varos) and lived with his wife Etta, (TV: Vengeance on Varos) with whom he had no children. Etta served him food before the viewer's reports were introduced, but not before television became compulsory. He earnt very little money and, although he begrudged the seriousness with which Etta treated her viewer's reports, he was thankful for the extra money she brought in. (PROSE: Vengeance on Varos)

Arak and Etta were surprised when the Governor of Varos announced an end to the torture and executions. He was against the current Governor, and broke the law by using the voting machine to vote twice, as well as voting for Etta, who threatened to report him (TV: Vengeance on Varos)
