Cyberman 1 was one of a party of four Cybermen, along with Cybermen 2, 3 and 4, which supported a Cyber-Controller in a battle for control of the universe against the Doctor, the Master and Davros, all vying for control of artefacts and locations which would make them masters of the cosmos.
