Tony Moxham was a human riot police officer on the lunar colony Athenia.

An unlicensed demonstration of Galateans called the Children of Turing broke into a riot when Tony damaged the holo-statue of Alan Turing. The fighting was calmed when the Twelfth Doctor repaired the holo-statue and made it appear to speak in Alan's voice. Later, Tony dreamed that he was in a war where he was wiping out the Galateans.
