As for Rule 4, I'm frankly not following the argument that these stories being the stories of their writer somehow means the BBC doesn't think they're in the DWU. I'm sure you could find BBC sources calling, say, ''[[Heaven Sent (TV story)|Heavent Sent]]'', "[[Steven Moffat]]'s story". That's just an objective fact.

@Najawin, you're fighting a strawman with licensing. These things were released on the Doctor Who website. It's ludicrous to think they'd be unlicensed, regardless of the status of a run-of-the-mill Comics Creator production.
