Zaal was the head of the Space Security Service, whilst also secretly acted as the Earth's representative of the Syndicate. He manipulated Space Security Services agent Anya Kingdom to act as a companion to the Fourth Doctor, under the alias of "Anne Kelso", so that the Doctor would eliminate the other members of the Syndicate and allow him to consolidate that power for his own plans.
