Phlege was the leader of the Verdants of Birr. He was the only one of his kind who could communicate verbally. When a Rostrow space mission mistakenly took some of the Verdants prisoner, Phlege believed them to be hostile and led his people in withdrawing underground and using a force field to prevent the Rostrows' ship from leaving. The Doctor and Duh went to the Verdants' underground caves, and found Phlege after escaping some Verdant executioners.
