The Council of Administration was the regency council created by Cardinal Borusa to ensure stability following the deposition of the High Council due to its role in the Ravolox conspiracy. Its purpose was to undo the Council's actions and "regain the honour of Gallifrey".

In addition to Cardinal Borusa, Lady Flavia was a leading member. Following the Borusa Interregnum - the period in which the Council of Administration was in power - Flavia was elected as President once more. (PROSE: The Eight Doctors)
