In a parallel universe where the Time War started early, the Celestial Intervention Agency, or CIA, would intervene when necessary. They had another branch for dealing with paradoxes, known as the Difference Office.

History

When the Fourth Doctor was about to be exterminated by a prototype Dalek on Skaro, Narvin extracted him and brought him to Gallifrey. After giving the Doctor a regenerative elixir, Narvin explained the Time War and the elixir. Shortly after, the Fourth Doctor regenerated, taking up the title of "The Warrior". Under the control of the United Skaroan Alliance

Due to the Fourth Doctor leaving behind his Time Ring, the Unified Skaro Alliance gained time travel earlier than they should have, and then conquered the time vortex and in turn, conquering the CIA and Gallifrey. to be added
