Juggling balls were balls that could be tossed by an individual for their own amusement by juggling them, or used to play a game of catch.
The Toymaker conjured three juggling balls to juggle in front of the Fourteenth Doctor and Donna Noble when they found him in 1925 Soho, and managed to throw some balls at the Doctor while still maintaining the three balls he was juggling, until Donna defiantly caught one to get his attention.
