By one account of the Doctor and Susan's escape from Gallifrey, Susan explored the TARDIS, finding evidence that led her to believe that it had once had a large crew when it served in the time fleet. (AUDIO: The Beginning) When Steven Taylor joined the TARDIS, Vicki Pallister corrected his assumption of joining the crew, noting that the First Doctor was the crew and they were but passengers.
