The Outsiders, as they became known following their liberation, (AUDIO: Emancipation) were slaves of the Regenerators on an alternative Gallifrey before Leela helped them rebel during work on Project Rassilon. (AUDIO: Forever)
With their freedom, the Outsiders left the Capitol and got President Romana's support to build communes in the Wildlands, including Mancipia. The Mining Guild laid claim to the land where Mancipia was built, resulting in Leela and Valyes being summoned to the Capitol to take part in negotiations to resolve the situation.
