Mr Middlewitch was a Time Lord from the days of the Civil War with Morbius's supporters. Before Rassilon's death, Rassilon had his opponents stripped of their Time Lord gifts and expelled from the Capitol to become Outsiders, including Middlewich. However, when the War erupted, they were offered the chance to earn their way back to what they'd been by serving in the High Council's army.
