William Mayhew was a journalist for the Western Mail.

In 1899 he contacted Emily Holroyd of the Torchwood Institute in Cardiff requesting to meet, so that he could privately share some information he had uncovered regarding the HMS Hades. Emily described him as “an eccentric with a taste for the obscure".

Without Emily's knowledge, Jack Harkness went to meet him at the Coliseum Music Hall. Mayhew led Jack outside so they could talk privately, but before he could speak they were both shot by an unknown assailant in a horse-drawn carriage. Mayhew died instantly. (PROSE: The Baby Farmers)
