His hand is cut off, he says not to worry as he can regenerate, the hand grows back, then the other hand grows into the clone. It seems like a clear reference to me, although I guess it could be a coincidence? Seems unlikely to me, though, and it wouldn't be the first time DW was referenced on the show.
