Its main constituents were considered to be Great Britain, the United States of America, the Soviet Union and France. One of their key leaders was British Prime Minister Winston Churchill, who conducted his operations from the Cabinet War Rooms in London. At one point during the London Blitz, they enlisted the aid of the Daleks, which they believed to be the invention of one of their scientists, Edwin Bracewell.
