The Ironside Project was a ruse created by the Daleks to trick the Doctor.
History
A Dalek Saucer and its crew of three Daleks fell through time to 1941 and survived the conclusion of the War in the Medusa Cascade. They created Edwin Bracewell and provided him with charts and testing results that were realistic enough to take to the British Army, which he did.
