Kurt Waldheim was an individual who served as Secretary General of the United Nations during the 20th century.
During his term as Secretary General, restricting access to alien science was made as much of a priority as nuclear proliferation. This was despite the creation of the First Contact Protocols (PROSE: The Dying Days [+]Loading...["The Dying Days (novel)"]) in 1968. (TV: The Sound of Drums [+]Loading...["The Sound of Drums (TV story)"])

In The Dying Days, Waldheim is intended to be the real world UN Secretary General of this name. In the real world, he would later serve as President of Austria.
Although not mentioned in-universe, a recorded greeting by Waldheim is on Voyager 1's Golden Record.
