Mr. Dioagoras was the man in charge of the construction of the New York Empire State Building and worked for the Cult of Skaro. The Daleks thought Dioagoras was the most dalek-like human they had encountered and took him to meet their leader Dalek Sec. Dioagoras was then pushed into the flesh of the Dalek Sec creature and was transformed with Sec into a Dalek-Human hybrid.
