Elizabeth Meadows was the project manager of the GSO digging project, and was one of the victims of the Cybermats when the base was attacked. She was infected by the nano-virus and transformed into a Cyberslave, but kept her true nature hidden from the Doctor so she could force him to revive the frozen Cybermen.
