A Total Event Collapse is a time explosion, which causes the universe to totally collapse, Hence the name "Total Event Collapse." The Doctor seemed to have knowledge of a total event collapse. The only way to stop a Total event collapse was to try and reboot the Universe. Some things can survive a total event collapse before they are also erased from existance.
