LOMAXX is the mysterious boss of the totalitarian Government, The Department that dominates London in the mid-21st Century. He is never seen only his silhoutte is ever seen behind a glass wall, his voice is distorted and his true form will probably be revealed at the climax of the first series or his mystery will be continued on through the second series and beyond. Ultimately being revealed at the climax of the series itself. He is possibly a robot or an old enemy of K9 Mark 2 similiar to The Doctor's old enemies being the main villains of certain series.
