Urak was the leader of the Rani's Tetrap servants on Lakertya.
After the Rani was defeated by the Doctor, he and the Tetraps kidnapped her and to take her back to Tetrapyriarbus where they would force her to solve their resource shortages. (DW: Time and the Rani)
