Scibus was a member of a Silurian Triad which included Icthar and Tarpok.
Biography
In 2084, they attempted to take over Sea Base 4 and start a nuclear war which would wipe out humanity, but were defeated by the Doctor. Scibus died from exposure to hexachromite gas just after beginning the missile launch sequence. (DW: Warriors of the Deep)
