The Menti Celesti were a group of deities that the ancient Gallifreyan civilization once worshipped during the rule of the Pythia, (NA: Cat's Cradle: Time's Crucible) (This could mean they are in fact the Gallifreyan Gods, which were Eternal, such as: Time, Death, Pain, etc).
