Fu Peng was the Chinese delegate to the World Peace Conference who replaced General Cheng Teik, who had been murdered by Chin Lee on the the Master's orders.
When The Third Doctor first heard his name, he believed him to be Ch'Ieh-Yun.
The Doctor and the Brigadier met with him concerning the security situation of the delegates of the peace conference. Being impressed with the Doctor's knowledge of Chinese language, culture, and etiquette, he and the Doctor became friends. (DW: The Mind of Evil)
