The Freedom Foundation are a group of 15 humans that had discovered the truth about Satellite Five in the year 200,000. The last of the Foundation was Eva Saint Julienne, aka Suki Macrae Cantrell. When Suki was promoted to Floor 500, Suki managed to get evidence about the Satellite's manipulation of mankind, until she was killed by the Jagrafess. (DW: The Long Game)
