Dr. Carter was a pathologist in the hospital at which the Fourth Doctor and Sarah Jane found themselves following an accident at a quarry. The Doctor tasked him with investigating the stone hand that Sarah had found in the quarry.

While doing so, he was attacked by Sarah Jane, who had come under the influence of Eldrad. Thereafter, he joined the Doctor's effort to track down Sarah, giving the Doctor a ride to the Nunton Experimental Complex. However he was possessed by Eldrad and when told to attack the Fourth Doctor fell off the staircase of the power plant and plummeted to his death, proclaiming "Eldrad must live, it is the law."
